It has been reported that flying at Hat Creek Rim is not covered by the Special Use Permit, therefore flying the site would not be in jeopardy if the Use Permit is ever revoked. It was also reported that the Special Use Permit can only be revoked by the actions of the permit holder; that being the Hat Creek Committee.
These are extremely naive and inaccurate assumptions.
When the Forest Service required a Use Permit back in 1996 - it was not an option to decline their "request". The Forest Service can revoke the Use Permit for any reason, including "reasons in the public interest".
The idea that we as a flying community can behave in an inappropriate and/or illegal manner while maintaining our "right" to fly at Hat Creek Rim is not only misguided it is incorrect.
Without provisions that the Use Permit allows; launch and landing areas, permanent windsocks, toilets, etc., flying at Hat Creek Rim will end.
